City of Independence hires new Assistant City Manager

 INDEPENDENCE, Mo. – The City of Independence today announced the hiring of Adam Norris as the new Assistant City Manager. This position helps oversee day-to-day operations of the City and its 1,100 employees. Norris has been assisting the City as a contractor through Shockey Consulting in the Human Resources Department since August 2018. He will continue part-time with the City in this position through Nov. 1 when he will take on duties as the Assistant City Manager.
“Adam has been an invaluable asset in assisting the City, and we are excited to make him a permanent part of the team,” City Manager Zach Walker said. “His experience with municipalities throughout the region along with his years of service in the city management profession will be a critical asset as we continue to move Independence forward.”
Norris comes to the City of Independence from Shockey Consulting where he has been a management consultant since January 2018.
“I have greatly enjoyed getting to know the City of Independence and its employees through my work with the Human Resources team,” Norris said. “I look forward to the challenges ahead as we continue to work on Independence for All and the forward momentum being built here in Independence.”
Norris graduated from the University of Missouri-Columbia with a Bachelor of Arts degree in Interdisciplinary Studies. He also has a Master’s in Public Administration from the University of Kansas School of Public Affairs and Administration. Prior to Shockey, Norris had worked with several municipal governments as Assistant to the City Administrator in the City of Mission Hills, Kan.; Assistant to the City Manager in the City of Dallas, Tex.;  Assistant City Manager in the City of Overland Park, Kan.; and most recently Deputy City Administrator of Development in the City of Blue Springs, Mo. He is a member of the International City/County Management Association. In his spare time, Norris volunteers as a youth soccer coach and Den Leader and Cubmaster with the Boy Scouts of America.
